It is original and artistic, good filter usage.

It's easy to guess what you were going for, something more art-like. I'm not certain you found the best combination of the filters out there but it does make a certain type of appealing portrait. I should have like to see the original for comparison but it's fun as is.

Now this is what some of my attempts should have come out like. The subject seems really fit for this kind of filter usage.

 

Except for the (maybe) a bit careless usage of scissors on the wrist (and the fact that this doesn't scale too well to 1280x1024 :D), I think it's awesome.
