The blurred effect on the water is done very well. The photo is very evenly and nicely exposed but the fall colors don't jump out at me that much.

Maybe a little sunlight through the trees would make those colors jump out a bit more. Or maybe hit them with some flash and then saturate a little bit to bring them out.

I like the location, I like the water just would like more of those beautiful reds and yellows to jump out.

I don't think a flash would be of any help. In fact, all you'll get is a reflection from the wet rocks and a massive headache trying to get the right exposure, which you already have. A lot of times, you have to make the best of a bad situation, and I think that is what this photo is. I notice the trees in the back are still very green, and the leaves on the ground are all brown, meaning they've already changed through their colors. This location must be very difficult to get all the colors timed exactly. My suggestion is convert to black and white, bump up the contrast to a level you're comfortable with, then increase it a little more and you're done.

I disagree that the photographer was dealt a bad situation here since he was able to create a rather eerie atmosphere using the well-played water effect.  What I think is missing is a defined subject.  The water is cool, but my eyes are scanning the image for want of something to focus on.
