This is taken at Niagara Falls on the Canadian side. The building at the bottom right, as far as I know, is a look-out point that can be accessed in the summer months and I believe on a guided tour. As a native of Buffalo, I have visited the Falls many times (estimated 50 occasions), but never have I seen them looking like this.
