I think it's called PhotStudio, I used it for a while but found it very limiting. I switched over to PhotShop elements and have been recently toying an upgrade to CS. The other part of the magic comes from the lens, if you don't capture the right shot to begin with, then no software can bring you back.

This is a nice shot, it seems to have some nice details around the face and eyes.
