I figure you wouldn't want to get the point of the air cleaner the

wrong way. Just sharing, JP

Maybe the owner just wants it pointing up for the aesthetics and actually rides the bike slow and easy. Heh, in any case... an odd installation. Though the frame looks like it's going to the painter soon so maybe it's just temporarily assembled.
