is it a 'mise en scene'? teather? What lens you used? a Lens babie? Nice action street shot! But I hate white cops brutalizing black people too easily in u.s.a. and Canada... Cops are racist often...!

Thank you for the comment. The scene is real. The man being held had stolen from a shop. In the prior picture (Trouble II - Manhattan Portfolio), you can see the shop owner (white shirt) who chased him down. The two ran into several officers near Time Square. What you see here is the result. The lens was a standard 50MM (on a Minolta X700). The lens effect is a PS blur filter, which fit the subject matter nicely.
