Is registering a domain sufficient to open an email account under it?

You need to "park" your DN somewhere. Unless you have your own server, you can do this with many vendors out there. Most offer packages that include web hosting and email using your domain name. As the previous poster already indicated, you do not need a website to use your domain name but you do need a mail server. For example Yahoo does it for $14.95/month, I am sure there are others that are cheaper.

Find a hosting provider. Find a good one, not one that advertises "everything for $2/mo." As with everything, quality, especially customer service, comes from companies that don't concentrate solely on rock-bottom prices.
