on a couple of old 35mm slrs, we have minolta xg and yashica fr1 where the asa speed adjustment rings are very hard to turn

 So is it just oil required or something else ? And yes I know you have to lift them up!

I wouldn't use oil. You can usually hold the fork while unscrewing the rewind top, clean the bushing with alcohol or lighter fluid and shaft and put back together.
