If the flash has been stored with batteries in it, then chances are that the contacts in the battery compartment have become oxidised and need cleaning. Run a dry cloth or tissue paper over those contacts that you can reach, and rub the ones in the bottom of the compartment with a cotton bud (Q-tip). The old trick of rolling the batteries around in their slots might work as well. Also clean the battery terminals if they're rechargeable cells.

Try the flash with new disposable Alkaline cells. If that works then check that your rechargeable cells are good with a mutimeter.
