<p>You can't get closer then that on photoshop, but to need zoom level beyond that would mean that you're playing around with insanely large original files. I know the deal since I noticed the same issue when I cleaned up a file sized 250cm x 160cm (330dpi), but in the end I got by 1600% and even levels less then that just fine. Unless you have files which you plan on getting printed in sizes of several meters, I don't see the need of larger enlargement. Of course my point is highly personal.</p>

<p>My goal, essentially is to enlarge the pixels into bigger blocks. I have already lowered the pixels per inch down to 1 per square inch and I am trying to simply get them blown up. </p>

<p>My goal, in the end is kind of a handmade photomosaic in which I manually sample all he pixels and choose an image of the correct color from a preselected library of imagery. I want it to be of a very choppy/blocked nature, so that you have to stand very far away to see it. </p>
