The Tokina has exceptional build, but it's heavy. Users have rated it very highly.See

However it's only 20 mm on the wider end.

 

The Sigma on the other hand has had mixed reviews and isn't constructed as nicely as the Tokina. See

If you have a 5D I think that mounting a second grade lens in front of it is - photographically speaking - a silly thing to do. The minimum I'd recommend is the 17-40/4. You just spent 2.5K on this very fine body. Spend another 650$ on a good lens to put in front of it.
