I'm sure that portion of the lens has no affect on the image, so don't worry about it. I don't think it'd affect resale value either- a lot of transactions are done online nowadays and who would see that? Plus, it wouldn't matter to the imaging anyway. You do not need to do anything about it except if big flakes of paint fall off and onto lens surface. It will not affect the image quality and should not affect the value of the lens either. I've found similar artifacts in a number of my large format lenses ranging from a 210 to 360 Symmar. It's not a problem so don't worry about it. The chrome and the titanium lens are prone to this when Leica coated the barrel with matt black paint on top of either chrome or titanium.
