I don't like to give out ratings under 3's without some explaination or constructive comment and for those which I really like I rate highly in the 6's or 7's. I understand the reasoning and agree that there needs to be a cap on people simply giving out one rating but.. Maybe (and this is just a suggestion) he should look into those who are giving out the 1's rather than the 7's.
