Those spots are lens flare. When you shoot directly in the sun, they are almost inevitable.

Using a zoom with all the internal elements makes it worse, as well.

Some times it can be a cool effect!

This really grabs my attention - I love the contrast between the background and the whirling ride.

I do agree that the building is a little distracting, but I love the idea!
