Technically it looks good, exposure is fine as is composition. But I believe this would be a stand-out photo if there were something more to grab attention than the life preserver in the foreground. Maybe having a person leaning on or over the railing would give it some punch. -
Focus could be better. If the camera was hand-held for this exposure, you would have done better using a tripod. If you live in the Philly area, why not try it again? I think this could be a good shot on a second attempt.
