I have found that drifting by the bird in a canoe repeatedly, starting at about 100 yards and paddling back upstream to drift by again but closer can be an effective method to get close. I have gotten within 20-50 feet of Herons, Osprey, Bald Eagles and Egrets using this method.
Also, I have found that some birds are "happier" if you try to talk to them by whistling a song somewhat similar to theirs. I have had extended "conversations" with Osprey from directly under their nests before. Slow movements are always good.
