This place is called mossbrae fall and there is no direct access to
reach this place you need to walk 1.2 mile on the railroad track and
irony is there is no space around track to jump to in case train is
coming.you will see 1 at least.
I used polarizer and 3 stop ND filter to achieve the effect.I need to
clean my lens for each shot and after 1-2 second lens will have film
of water at front element.

Shutter 1/400 sec - F/9- ISO 200

@Eric - Thanks a lot for your comments. I do agree if i could pull some details in traffic lights of bridge the image would be better.Anyway i have raw file and i will try if i can pull some details.

This image was taken late evening when sun was going down near horizon
and clouds took over it.This is single image shot is RAW with
polarizer filter on.I sometimes use polarizer instead of ND filter to
achieve the sufficient skow shutter speed.
I edited it in camera raw to get the saturation and exposure.initially
the image was dark and white balance cold i slightly warmed the white
balance.
