1.
I personally would still be careful, snow is not going to do much of anything its the water you need to worry about . I don't think they are really even what I would consider water resistant. It would be nice if they were sealed up a little better like the pro bodies. Canon seems to be a bit generous with their "weather sealing" terms. My 40D is supposed to have weather resistant seals which are a joke. Better than nothing sure, it will probably keep out the larger pebbles and the grasshoppers :) But I for sure would not take it out in rain or even dusty conditions without some extra protection of some sort.
Just my opinion. :)

 2.
I was not impressed with my copy of the 28-135 I have now sold it. If you know just how to use it it can make pretty good pictures, but you have to beware of certain trouble areas. I would rather have a lens with less trouble areas. Basically in my opinion if you can get the 28-135 cheap enough and you don't mind not having wide angle then go for it. Otherwise you might just use the 18-55 IS for a walk around. I get great pics with mine. (best value zoom currently i think) and then get your 70-200 L for zooming. I have not used the 55-250 but everyone says its pretty good performance for the money also. might check adorama for a refurbished if you want to save some money.

 3.
I think quite a few copies of the 50 1.8 are not very sharp wide open, my copy is one of them. I don't really try and use it below 2.0 or 2.2. At 1.8 it may look ok when the picture is small size but if you look at it full screen not even 100% you can see the softness in the middle (and gets worse the further from the middle) and its not due to focus. It is the lens, If you do some research you will see the same thing in other places. Some of them are better than others so If you really want to shoot at 1.8 you will prob just have to get a few diff copies and keep the best one.
Do keep in mind that on a crop body your 50mm is around 80mm so you need to up your shutter speed accordingly like the others said.
