you don't mention "pre-Wetting" your film when you go to develop...
This is a standard procedure when working with color film...just add enough water at about the same temp your developer will be at, agitate every 30 seconds or so for a minute and a half,,,then immediately develop as normal. the idea being that you will have gotten the film wet and the developer will evenly coat it when it is added.
