1.
If you have the time, I would consider making the drive around the Beara Peninsula (near Kenmare). It is very photogenic and was uncrowded when I was there in Sept '07. I haven't done Dingle Peninsula yet, so I can't compare the two.

Here's a link to some of my shots from Beara so you can get an idea of the photo possibilities there: http://www.eaglerockphotography.com/p414286736

As for Rock of Cashel, if you have good weather I would consider getting some shots in the late afternoon from the ruins below ROC to the west. The light is great there late in the day. Here's some of my pictures from the area I'm referring to: http://www.eaglerockphotography.com/p538659972

Have fun!
2.
If you have the time, you may want to consider heading to the Wyoming parks via Northwest Colorado. I did this on the tail end of a round trip out of Denver to Yellowstone and the Grand Tetons, which also included the Black Hills, Badlands and Devils Tower at the beginning of the trip, and got some great stuff (especially at Dinosaur in the early morning).
From Denver, you would drive through Boulder and Rocky Mtn NP, west through Dinosaur NM and then once you hit Vernal, Utah head north to Rock Springs, Wyoming along the Flaming Gorge (and then continue north to the parks). I think you might find this route more interesting than driving through central Wyoming. Assuming you're making a round trip, I would save this for your return drive to Denver (in case you run out of time and have to skip it).

I would definitely consider September if you are able to swing it. I spent two weeks in Ireland in Sept '07, and it only rained for a few hours one day at the end of the trip (although we were told we got pretty lucky). It was still pretty warm and and not overrun by other tourists (except in big tourist areas like Dublin and downtown Killarney). Also, it was sunny most days -- great for saturated colors.
Here's a link to some of my shots from that trip for ideas on photo ops: http://www.eaglerockphotography.com/f565897452
I didn't notice any photo restrictions at any of the places we visited. Enjoy Ireland!
