1.
David, I bought the 24mm TS-E II last year and have found this to be brilliant.
It is a extremely sharp 24mm lens to start with, of course you would not buy it just for this.
The lens has a 14mm angle of view which makes it plenty wide enough for any landscape or architectural work I have considered, the only complication is you will need to stitch 2 shifted photos however this is seamless and easy as long as you rig your base plate so you can shift move the camera easily at the same time you shift the lens.
I generally do not use grad filters and the like much these days, preferring to take multiple exposures and blend in Photoshop, however one other benefit of this lens over the 17mm version is you can easily attach a polariser, I use a LEE filter system with wide angle attachment and a slot in polariser - perfect even when the lens is shifted a full 12mm.
The tilt functionality is something you could write a book about, great feature, very useful and opens up a whole new world of creative photography.
All the best with your decision,
2.
Most retailers have a DOA policy which means they replace with new a product which fails within an initial period of time (ie. 30 dyas), suppliers hate this as the retailer then just returns the camera for a credit and it is then thier problem to fix or write it off.
Not sure how you purchased it but some credit cards also offer you assurance if you have a problem with a product purchased.
I only mention these solutions as it is often easier than getting a new camera fixed.
When I bought my 5D MkII it had a large spot in he viewfinder but not on the image fortunately, Canon serviced it and told me it had been removed from the focussing screen, since then, every now and again it turns up again, anoying but how may times do you want them openng up your camera for repair. I wish I had just taken it back to the retailer and insisted on replacement for a new one but alas it is now too late.

 3.
The dome glass and no opportunity for a UV filter worries me, what will happen to the 17mm TS-E after repeated exposure to weather, in particular sea and salt? I expect this would be similar to the 14mm, anyone had experience with this, the 17mm TS-E would sure be nice for landscape work

 4.
Stephanie,
I would consider the 10-22mm which is brilliant for Landscape and general purpose wide angle shots and then buy a 2nd lens to cover the rest of the range you need.
I have a 40D and use the 10-22mm and it is just as sharp as shots I have seen taken in te same location on the same camera with the 17-40mm L and even 16-35mm L lens's.
With the money you save you can then buy a 2nd lens for the other shots, in this case I bought the 24-105mm L however there are cheaper alternatives.
