Hello Luca, I think that the time is measured starting from the upload time (not from the submitted time in the photo critique forum). If you submit a photo you have uploaded 2 days ago, it wont appear in 24h top rated photos, only in 3 days top rated photos whatever the ratings are. As I said, I'm not 100% sure of that so wait for more answers, all the best.
