1.
Since I live in Africa, I get worried about my negatives in a storage space in Pennsylvania (I process all my film there when I go home every year) and would like to scan them so I can bring the electronic versions here with me, just in case. I scanned some of them with a flatbed scanner a few years ago, but I don't think that the scans are good enough, so I plan to buy a Nikon Coolscan 5000 ED and try to scan as many negatives as I can when I go home for the holidays this year.
The last time I scanned, I used an old desktop that I bought second hand. Now, I am thinking that if I use the Nikon and am pressed for time, I would probably be better served with a new desktop and monitor, but which ones? I can't afford more than $800 total after buying the scanner. Can anyone give me suggestions?
In addition, there are other issues that bother me:
What image size/resolution should I scan on? Mainly, I want to archive my better images, but I also want to be able to make prints (the bigger the better) as well as put some of the photos on my website (4theloveofafrica.com).
What format should I use (RAW, TIF, JPEG, etc.)?
How many bits should I scan at (16, 24, 30, etc.)?
What software would be relatively easy to learn and give good scans (SilverFast, VueScan, etc.)?
Should I scan black and white in color mode and then convert in post processing?
I think that is about it. I would appreciate any advice since I want to get everything together so that I can start as soon as I get home. Thanks in advance.

 2.
I'm not a professional, but I wanted to be able to show my photos on something that I created, so I used Microsoft Frontpage 2003. It was fairly easy and I like the simplicity of the site. It is, however, a work in progress as I learn more about website design and photography. Recently, I have had some issues with uploading, but there are always issues since I am outside the country. Anyway, if you want to check it out: 4theloveofafrica.com
