I have the XTI and Canon lens 28-135mm IS. I am VERY happy with my equipments; however, if I have to choose between XTI and the 40D, I take the 40D. Not because, as some people say, it is a toy or unprofessional equipment, but because the 40D has a better body as well as viewfinder. Also, the XTi is a little uncomfortable when you want to open or close the aperture (you need to press a button and turn the dial (the 40D has two dials, that means: faster) Nothing more than that.

The XTI is an excellent camera, good quality image, very fast and it is not a toy at all. I think it is now the best camera in the market for about $600. If you are ok spending more on 40D, just do it.
