I partially agree with Ton's critique. The OOF nature does create a very dreamlike atmosphere, but at the same time it arouses my curiosity for more detail. The rust colors are the most arresting quality of the image. Was the saturation enhanced or is that degree of warmth faithful to the original scene? In any case, it grabs you.
This photo definitely needs some foreground object to create depth and interest. Even though the sky is interesting, the overall look is unfortunately that of a vacation snapshot.
