This can happen in darker situations, because the camera uses a pre-flash to focus and then takes the picture using the flash. The pre-flash can cause your subjects to blink and then the flash firing can catch the subjects as they are "recovering" from the blink. It's frustrating, especially if you're attempting to catch candids. Using an external flash can help, as it uses the infrared focusing flash (which doesn't cause blinks); however, if your lens is not ADI-capable, it will probably still pre-flash to measure the flash exposure...
