A photography with people in it should have a story. Focus on the person or persons you want to tell a story. Taking this picture as an example, you may want to tell how humble the woman is in white shirt, then she should be the focus. In this situation, you may want to wait at least untill the two men in the background left before you took the shot. You may also want to reduce the exposure by one step to darken the whole scene so the woman in white would pop out.
