I completely agree with this proposal. Even if you go to subsections it can be a problem. Some are so popular (e.g. landscape, portrait) that photos are staying less than a day

I fully agree with Ivana. A system relying on anonymous ratings is a very strange system. Photo.net should simply abolish anonymous ratings. When somebody wants to remain anonymous he should at least be honest with himself and refrain from rating 'anonymously' other people's work.
Is the ratings breakdown necessary?

I believe Hanna's suggestion is a very interesting one. Display still the non-anonymous raters (you should continue to honour them) and give for the anonymous ones just the total and the average. By that you makes those 3/3 raters invisible and a lot less interesting.
And Dieter I fully agree with you; meaningfull critiques are by far much valuable and constructive than a few figures
