After much searching I settled on iView Media Pro. It's a bit pricey but it had the most flexibility for what I needed. It is cross-platform, there is a free catalog reader for sharing catalogs and scripting support. Before settling on iView, I tried Adobe Photoshop Album, JASC Photo Album, Extensis, IMatch and so on.
I think your best bet is to download some of the demos and give them a try.
