I am new to digital photography and wanted to know what you believe
are the "Must Have" utilities for sharpening; noise reduction etc.
I have an olympus c5060 and PS 7.
Thanks

Does it need to be infrared or do you want a picture to make the vein seem prominant.
If you just want the vein to stand out from the background, put a torniquet on the arm and use a filter to promote the blue colour of the vein. Desaturate the image and you should have what you are after.
Pick a male arm as the veins are usually larger.

I am a doctor who often needs to photgraph small areas of patients
such as moles/cancers or injuries. I am looking for a advanced
compact digital camera (ie not a digital slr) that is realy good at
macro shots. I am considering cameras like Sony dsc-f717, Canon G5
or s50 or even the Olympus C5050.
Any suggestions appreciated.

The better of the two bodies is the Ti. I would recommend getting the Ti and the 50mm f1.8 lens. I have the 2000 and enjoy using it but wish I had gone for the 30/ elan 7. It has several features that I now wish I had. eg seperate dials for shutter speed and apeture and mirror lock up.

90 seconds is the flash synch speed for the R2K.

As a newbie on a tight budget I desire fast lenses but can only
aford slow ones.
I wanted to know how often people shoot with apertures greater than
f4.0. ie assuming optical quality is not the issue, how much of a
difference will it really make?

I own a 5060 and love it. The wide angle is great, it is easy to use and the colour is superb. The lens is fast enough, the only time I have produced dark photos were when I failed to use the flash.
I also recommend you get some better software like Photoshop elements.
