Would a shallower depth of field or a longer exposure help? I get a bit lost between the background and the foreground.

To me this picture lacks a focus: it's not clear why the photographer found the scene interesting, or what he was trying to communicate. The pattern of chairs, while promising, is a bit vague and is undone by the background.

Yes, the bottom part is a reflection off a tilted window. It only opened about 30 degrees, but that was enough for me to stick my head & camera out & take the shot. The gray line in the middle is the (out of focus) bottom of the window pane, which I used to cover up the street as much as possible.
