If you're buying the kit with the 18-55mm lens, then I'd suggest going with the the 70-200. I own both the 28-135 and the 70-200 f/4L, and I find myself using the latter much more often. But, if you aren't getting the kit lens, you'll probably find the 28-135 to be more versatile. If it was my choice, I'd probably go for the L glass, and for less than $100 also get the 50mm f/1.8 II.
