Pentax put the AF motor in the bodies, not lenses; so it's not possible (not until they change that) to have USM.
If the body is set on AF, you can't focus manually until you set it on MF; otherwise, you could damage the camera. But with a decluthing mechanism, you have some sort of "full time manual focusing" - just ignore the AF/MF switch and use the aperture ring. Very nice, but - for now - present in only 2 lenses, the 16-45 f/4 and the 14, both DA (designed for *istD).

Why don't you go and test the cameras yourself, then buy the one you like more? (You're Romanian, right? If you're in Bucharest, you won't have any problem finding the cameras in stores.)
I choosed the MZ-6 instead of the Canon, but that's just me. I don't need USM&IS, and I use only the center AF point anyway. I think you already know - the MZ-6 is compatible with K&M lenses - the more "advanced" *ist is not (you may also look at this camera, but I hate the way it's built).

Just set the aperture on your lens, put the camera on M mode, press a button (to take an exposure reading; the camera will have to stop down the lens) and shoot. One extra step than on MZ-6...
