Great idea! I think we do need an indepth review from PHOTO.net of all of these "cheap" 19-35mm lenses. I am not a professional, so I do not need $700-$1400 lenses for every day shots. I just am looking at a comparision between:
Canon 17-40
Canon 16-35
Sigma 15-30
Sigma 17-35
Tokina 19-35
Phoenix 19-35
Vivitar 19-35
Tamron 19-35
This would be sweet - and with the all of the digital photographers, it would really be neat to have a very well rounded comparrision with lots of visuals.

Paul, C.G. Ouimet - thank you for those answers. And everyone else. I understand that Canon produces very good lenses, but I need to know from people who have actually used the lens before. Now I am debating between the Tokina 19-35 and the Sigma 17-35. The Sigma looks mighty nice for an overall lens!
Any suggestions from here?

I need a CHEAP wide angle lens for my canon d30 I just got.
I need suggestions between the phoenix and the tokina 19-35mm eos
lens'.
I've heard the tokina is a bit better build quality, but others have
said they take the same picture quality. Any suggestions at all? I
can get the phoenix for $150 or the tokina for about $160.

You can get plenty good black and white photos with digital. I use photoshop. Most of the time I just convert to black and white (grayscale), then mess around with duotone settings (using 2, 3, or 4 different tones) to produce a very nice "black and white" digital photo:

All taken with a canon D30 digital eos slr:

I don't know if you will notice the difference right away, but once you start messing around with it, then you'll get the hang of it!
Good luck!

I am about to get a canon d30 from ebay, and I really am being
pulled on what lens to get for it.
I just want one lens for now, just an introductory lens for all
around use and fun. I took a photo class and I really appreciate
taking pictures - I just want to expand my horizons with this d30.
I know the lens' are wierd with it (multiply it by 1.6 and such...)
so I am guessing something like a 28-105 or 28-80 or 28-200 or such
would be best. However, there are so many companies and such.
Would someone please send me in the right direction. Looking to
spend up to $150 or so. Sigma, Tamron, Canon?

Is this lens any good? I currently have a sigma 28-80/3.5 and its
cool, but I have heard canon has better optics.
On my canon d30 digital camera, will I notice an optical difference
between the two lenses? I know the 35-70 is not manufactured any
more, but hey...it can be had for cheap.
Let me know!
