Permits in NYC are free of charge, just go into the Mayor Office of Film, Television and Broadcasting on 53th and Broadway. I do it all the time and they are real friendly and you can get one while you wait. Now if is a big production with light stands and strobes and what not then you need to show liability insurance in excess of 500,000 US dollars - a policy which currently runs for about 600 US dollars a year - not sure if you can get shorter terms. They have a list they can send you. Handheld and now recently tripod you do not actually need a permit. The tripod thing is new, you used to need a permit for a tripod in NYC but now as long as you are not blocking a sidewalk it is cool. It is better to get one anyone since they are free.
