Reminds me of a conversation I once had with a fellow on an airplane.
He was going to test his new NIKONUS in the Caribbean.
We got to talking.
Got around to me asking him why he was going back to shoot the same area he had been to only month before.
He wanted a shot of a couple of spcies interracting, though he had shots of them individually, they were not together, and did not come close together on his previous dives.
I asked him about cutting and pasting.
The horror on his face was real.
This would not do, misleading, unreal.
Someone may use his photos as education and he would never be responsible for lying to folks.
Better, he said, to never have the picture, than to show a possible lie, the fish may never react to each other that way.
Also he said the better magazines have more 'respect' for their readers than to resort to this.
Enhancement..burn dodge..filters is one thing.
The objects WERE THERE..in reality.
Manipulation.. removal, addition, reorganization is another thing.
It should not stand up in court as evidence, why should we believe it?
Any such should be clearly stated.
Shame on us, we have come to accept so readily, that we now have to get a fool label reading 'true'.
Remeber a saying that went 'A PICTURE DOES NOT LIE'?
Not so any more.
Sad.

Let me add to your choices.

provides a viewer which is free.
I have yet to run into a file type it can not open and it allows saves to many differnt types.
It provides crop and level adjustmens in a simplified manner, it is not the solution to all everyone will need, but given the usage you described, it may be your solution.
