Elan 7e is much more functionality-rich. Ti is more a starters camera. If you are not thinking of photography as a serious hobby, or want to start conservatively, you can go with Ti. In that case go atleast with "Ti with Date", a minor upgrade on Canon Ti.
Elan 7e is great, and so is Elan 7 (without the eye-control).
