Thank you for your comment. The difference in focus arises because the crowd around the relatively still ice-cream man (and his customers) are moving faster. If you take a closer look, you will realise that the ice-cream man's left arm is blurred because of movement, whereas, his relatively still body is in sharper focus. The sharpest of all is of course the ice-cream man's trolley which is virtually still throughout the whole shot.
