I use Final Cut Pro III.In FC3 there are filters- one of them being motion (or Speed)Bring that filter up and plug in "-100" or "minus 100 percent"which in FC3 "reverses" the video. The "strobing" "blurring" effect is because the (footage is running in reverse) because you are reversing the "fields" of video. It's best to do this in Adobe After Effects, which allows you to choose between the odd fields or even fields of video when you render the finished file.
