It is the same technique that used to be done with slides, so called "slide sandwich" technique. Here is the technique done with a digital camera: 1) take one shot; 2) take another shot (exact same) but this time defocus a little and increase your brightness level; 3) take the 2 shots into PS as 2 different layers with the defocused one on bottom; 4) change the opacity of the top layer until you have the effect you want. It works best with mid-tone shots. I took several shots and then chose the two that I liked the brightness level on one of the defocused ones. A tripod is obviously critical. A lack of wind is also important. You can also do this entire technique in PS with just one shot but that takes the photo-technique out of it.
Thank you all for your kind comments! I appreciate it!

The rope really makes this already great image top-notch!

Wow, I'm amazed that the expsure was long enough not to have flash but the shark is still sharply focused. Did he stand still for you? Good shark!

I wish I could see the image before the scan. It looks like a fantastic picture. The blue and yellow (and all the sahes of those in between) are very cool.

Thanking you in advnace for your thoughts....

Taken in an aquarium in the Bahamas, cleaned up in PS, and then
background darkened. Hope you like it.

Great shot, love the water and motion. Alas, I too would say lose the border. Wonderful photo though and I'm not rating the frame.

Very cool - it looks like an underwater sunflower. Maybe I've spent too much time looking in aquariums lately, but this is really cool...

I'd have gibven this a 10/10 if the clouds at the top didn't seem to washed out in comparison to the rest of the shot. Lovely - fantatic job overall

Rick, I really like this one. Great colors, looks like an evil winged being. Great job!
-
I almost rated the originality lower but then I noticed at the end of this walkway and into the horizon is a water scense. Great shot! Love the warm colors.

Jonathan, I like the falls on this one but the foreground is distracting. Not much you can do about it unless you wanted to get in front of it. Maybe shoot the falls from the water's point of view. Nice falls though, sufficiently blurred but not too much so.

Nice shot. I know high school was scary and this proves it!

I happen to like the mysteriousness of not knowing what she is looking at. I think if she were looking at her ring or flowers, I would roll my eyes from the tedium of a pose that is so outdated and overused. I like the tree, I like the placement of her hand on the tree. I am concerned for why this subject looks somewhere between sad and worried.

Or, look at me yawn!, or Say Ahhh! Great shot!

I like the photo, and what really drew me to it is the man sitting at the bottom. I think it lends it such a different effect than if it were just of the lighthouse. The fact that he looks sad and the lighthouse looks like it has seen better days itself is fantastic!

Very nice...

Adorable shot, and cute little one. The only thing I would change would have been to have less predominance of the blank/towel? in the lower left corner. I like the rosy blue hues at the top and then the pinky yellow hues at the bottom.

Nice angle, and I love the water dripping behind.
-
I like this one in particular because of the leaves on the rocks. You don't normally see that on a good waterstream photograph. Well done!
-
I agree with nose and mouth looking powdered, but this is one CUTE little cowpoke! From a technical perspective, I don't think it's a "10" but I also don't understand some of the extremely low ratings on this photo. Keep snapping shots of this little guy!

I hate to be critical because you were so kind to my photographs. The way the sun comes down in this photograph is cool, but it kind of overwhelms my eyes. I am not going to rate, but I do look forward to other shots of yours.
