I have the 28 f1.8. Optically it is very close to 24 f1.4 L. Build quality is not the best but better than the non-usm primes such as 50 f1.8, 35 f2, etc, you know, more in the class of 85 f1.8/100 f2. I use it a lot for indoor non-flash pictures. It is quite usable wide open and can handhold without flash for most situation at ISO 400. Edge is soft at large aperture, but I wonder if one cares much about edge performance when shooting wide open. Stop to f5.6, any prime lens would be able to out-perform the resolution of your 10D.
On 10D, its focus is deadly accurate, while I constantly have inaccurate focus with 35 f2 and 50 f1.4. Enough for me to sell my 35 f/2 and keep the 28 f1.8 as my main indoor lens.

Even if one can mount it on a film EOS camera, the image circle wont't cover the whole frame.

If you have the money, go for the 35 f1.4 L, which is the perfect lens in this focal range, though its build quality leaves a lot to be desired for such an expensive "L" prime lens.
