Richard, this answer may not be of great assistance for the U.K. but here in Sacramento, Ca we do have a lab that will scan trasnparancies on to Photo CD's. However in this case they must dupe the 645 or 6x7 into 35mm before scanning because of equipment limitations. I am not aware of anyone who has direct scan capibilities from various size formats.
