Very nice underwater image. Have you ever considered that a black frame distorts the color perception and especially the contrast relationships in a picture like this? You can find it discussed in books on perceptual psychology and sometimes art under the title of "simultaneous contrast." The black also carries an oppressive heavy feeling. I suggest trying to color the frame with one of the colors in the image itself. It's worth trying. I would substitute a tanish color from the turtle for the black and replace the thin white frame line with one of the pastel colors.
