The haze is a problem. Sometimes a flare like that can add atmosphere to a photo, but I think it's distracting here.

The Eiffel Tower is one of the most recognized photo subjects in the world. It's extremely difficult to make a unique and compelling picture of most any landmark, least of all this one. This picture, to be great, needs to have something special that no other picture we've seen of the ET can offer. The stars, while interesting, are not enough, in my mind.
