Isn't my B'day dress colorful?

For quite sometime, I've been seeing some of the anonymous members rating 3s & 4s without bothering to provide comments/rationale for their ratings. It shows that they don't really care abt a fellow member - it's quite uncourteous of them. I think PN shd have a system of forcing the raters to enter comments for both extremes (7s & <=3s). (I know, even if this were implemented, these raters may enter just some rubbish (#@*$ chars) & get away! It's just frustrating! & sometimes disgusting!!
