Very nice shot David. I'm no expert, but looks more like a juvenile rth to me, only lacking the dark wrists. Looking in my numerous bird books the rough legged hawk has distinctive dark spots under the wings and a somewhat dark broad band on the tip of the tail, even the light morph and juvenile. I could be wrong, it wouldn't be the first time.

I would've guessed Ferruginous Hawk because of the black beak and the yellow cere. The ID is difficult at best, but one thing is for certain....the image is outstanding. The bird's position in the frame, the wing position, head angle with a sharp eye including a nice catch light. It's even got a damaged primary flight feather on the lower wing. Great photo. Thanks for sharing.
