The elements that I like are the foreground fence that is not obscured by the fog, the gap in the fence, and your composition. Folks will argue whether the empty space in the upper right contributes to the quietness of a foggy scene and is in keeping with the gap in the fence; personally, that would be my point of view. I agree with Stephen that it's an interesting image either way but I'll say it's MORE interesting with the bird. The bird nicely breaks up the otherwise uninteresting mass of foggy sky. I also agree that you chose about the best camera position for a great composition. An armchair critic (certainly not me :-) ) might point out that with a step or two towards the building it would have been framed between the fence on either side of the gap while not having the foreground fence overlap it in any way.
