I know there are times when a completely out of focus shot works, ( although I must say I have never seen such an occasion) but this doesn't work. Why doesn't it work you ask? Because the world isn't moving, just the bird. You can do it backwards and have the bird in focus and the world moving, but one of the elements needs to be in focus. That's the difference between a goof and a masterpiece.
