Dunno about "fine art", but I do know this is an incredible composition.

It comes pretty close to qualifying as fine art. It is at least as much about form as it is about the narrative. From my perspective, the contrasts and the lines dominate the image, and (although I can see what is happening) the subject is not nearly as compelling as the composition.
