I didn't give it a 3/3. It's a difficult shot, given that part is in sunlight and part in mottled shade. It's hard to keep parts from being blown out, the rock in the middle on the left side being a case in point. The structure and poster in the top left corner are a distraction. Perhaps if you tried a different time of day with different light and changed the angle or cropped out the building, you'd have a better composition. The water looks good.

I like the shot, nice little waterfall, but I would crop out the top right above the water two rocks up. This would eliminate the building at top and to the right. Or you could make a vertical out of this photo which would be nice.
